This study aims to develop a model of creative literary writing learning using the Project Based Learning (PjBL) approach to enhance students' writing competence while fostering social awareness. The background of the research stems from the low interest and ability of students to write literature critically and expressively, especially in addressing social issues. This development research adopts a modified R&D method consisting of preliminary study, model design, expert validation, limited trial, revision, and implementation. The limited trial involved 10 university students tasked with writing short stories on social themes. Results show the PjBL model effectively increased students' creative engagement, reflective thinking, and empathy through literature. Expert validation rated the model as highly feasible, and students' works reflected a growing concern for social realities such as inequality, identity, and family issues. This model can serve as an innovative pedagogical strategy in higher education to integrate literary competence with social transformation goals.
